g\u1ecdi l\u00e0 \u0111\u01a1n v\u1ecb nh\u00f3m 1 l\u00e0 \u0111\u01a1n v\u1ecb \u0111\u00e1p \u1ee9ng m\u1ed9t trong c\u00e1c \u0111i\u1ec1u ki\u1ec7n sau:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">(i) \u0110\u01a1n v\u1ecb c\u00f3 m\u1ee9c t\u1ef1 b\u1ea3o \u0111\u1ea3m kinh ph\u00ed chi th\u01b0\u1eddng xuy\u00ean x\u00e1c \u0111\u1ecbnh theo ph\u01b0\u01a1ng \u00e1n quy \u0111\u1ecbnh t\u1ea1i \u0110i\u1ec1u 10 Ngh\u1ecb \u0111\u1ecbnh b\u1eb1ng ho\u1eb7c l\u1edbn h\u01a1n 100%; c\u00f3 m\u1ee9c t\u1ef1 b\u1ea3o \u0111\u1ea3m chi \u0111\u1ea7u t\u01b0 b\u1eb1ng ho\u1eb7c l\u1edbn h\u01a1n m\u1ee9c tr\u00edch kh\u1ea5u hao v\u00e0 hao m\u00f2n t\u00e0i s\u1ea3n c\u1ed1 \u0111\u1ecbnh c\u1ee7a \u0111\u01a1n v\u1ecb.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">M\u1ee9c t\u1ef1 b\u1ea3o \u0111\u1ea3m chi \u0111\u1ea7u t\u01b0 \u0111\u01b0\u1ee3c x\u00e1c \u0111\u1ecbnh bao g\u1ed3m c\u00e1c ngu\u1ed3n sau:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">S\u1ed1 d\u1ef1 ki\u1ebfn tr\u00edch l\u1eadp Qu\u1ef9 ph\u00e1t tri\u1ec3n ho\u1ea1t \u0111\u1ed9ng s\u1ef1 nghi\u1ec7p trong n\u0103m k\u1ebf ho\u1ea1ch ho\u1eb7c c\u1ee7a b\u00ecnh qu\u00e2n 05 n\u0103m tr\u01b0\u1edbc li\u1ec1n k\u1ec1;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">S\u1ed1 thu ph\u00ed \u0111\u01b0\u1ee3c \u0111\u1ec3 l\u1ea1i \u0111\u1ec3 chi th\u01b0\u1eddng xuy\u00ean kh\u00f4ng giao t\u1ef1 ch\u1ee7 theo quy \u0111\u1ecbnh.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">(ii) \u0110\u01a1n v\u1ecb cung c\u1ea5p c\u00e1c d\u1ecbch v\u1ee5 s\u1ef1 nghi\u1ec7p c\u00f4ng kh\u00f4ng s\u1eed d\u1ee5ng ng\u00e2n s\u00e1ch nh\u00e0 n\u01b0\u1edbc, gi\u00e1 d\u1ecbch v\u1ee5 s\u1ef1 nghi\u1ec7p c\u00f4ng x\u00e1c \u0111\u1ecbnh theo quy \u0111\u1ecbnh t\u1ea1i \u0111i\u1ec3m b kho\u1ea3n 2 \u0110i\u1ec1u 6 Ngh\u1ecb \u0111\u1ecbnh t\u00ednh \u0111\u1ee7 kh\u1ea5u hao t\u00e0i s\u1ea3n c\u1ed1 \u0111\u1ecbnh v\u00e0 c\u00f3 t\u00edch l\u0169y d\u00e0nh chi \u0111\u1ea7u t\u01b0.<\/span><\/p>\n<p><b>(2) \u0110\u01a1n v\u1ecb s\u1ef1 nghi\u1ec7p c\u00f4ng t\u1ef1 b\u1ea3o \u0111\u1ea3m chi th\u01b0\u1eddng xuy\u00ean (sau \u0111\u00e2y g\u1ecdi l\u00e0 \u0111\u01a1n v\u1ecb nh\u00f3m 2) l\u00e0 \u0111\u01a1n v\u1ecb \u0111\u00e1p \u1ee9ng m\u1ed9t trong c\u00e1c \u0111i\u1ec1u ki\u1ec7n sau:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">(i) \u0110\u01a1n v\u1ecb c\u00f3 m\u1ee9c t\u1ef1 b\u1ea3o \u0111\u1ea3m kinh ph\u00ed chi th\u01b0\u1eddng xuy\u00ean x\u00e1c \u0111\u1ecbnh theo ph\u01b0\u01a1ng \u00e1n quy \u0111\u1ecbnh t\u1ea1i \u0110i\u1ec1u
